Nuclear Security Law Adopted

On September 1, 2017, the Standing Committee of the National People's Congress voted to approve the People’s Republic of China Nuclear Security Law. The law was proposed by Professor He Yue, from Tianjin University Law School.

Nuclear safety is an essential component for national security. With advanced nuclear technology and nuclear energy, China is facing arduous nuclear security tasks. In He Yue’s view, drafting nuclear security law is conducive to developing the nuclear industry, increasing the public’s understanding and confidence of nuclear security, optimizing nuclear security supervision and nuclear security law systems and strengthening international cooperation on nuclear security.  He Yue delivered the proposal on implementing the law on nuclear security in March, 2012. The proposal was highly valued by Ministry of Environmental Protection.

Professor He Yue, served as a member of Chinese People's Political Consultative Committee (an important institution of multiparty cooperation and political consultation in China) and has actively participated in politics and offered suggestions to the legislature and many of which were adopted. In March, 2005, her proposal on consolidating Chinese-funded and foreign-funded enterprises income revenue was included in the eleventh Five Year Plan (an important plan for boosting Chinese economy). In 2007, the Corporate Income Tax Law took effect with consolidated income tax for Chinese and foreign companies set at 25%. Her proposal on revising Environmental Protection Law was also adopted on 24, April, 2014. Charity Law proposed by her was also stipulated on March 16, 2016 by the National People's Congress.
